1]…NEW……TURKISH SIM CARD  REGISTRATIONS AND VALIDITY RESTRICTIONS ..

As of April 2019 changes were announced for Turkish sim card validity..This will apply to tourist visa applicants…..

1A….If you enter the country on a tourist e-visa &  register a Turkish sim card solely with your visa & passport, your sim card will only be active for 3 months [you can buy one new sim every 3 months = 4 sims per person per year.]

1B….If you register a Turkish sim card with a Residence Permit card or Turkish ID card your sim will remain active for ever as long as you top up and use the sim at least once every 6 months.

1C….For  YKN /residency holders you can only have 3 Turkish SIMS in your name for any Turkish phone/VINN regardless of when you bought them.

1D…FROM JUNE 2019 A NEW SIM CARD WILL ONLY BE AVAILABLE TO BE PURCHASED WITHIN 90 DAYS  OF LAST PASSPORT ENTRY STAMP INTO TURKEY [PREVIOUSLY 120 DAYS] . REGARDLESS IF PURCHASING WITH E VISA OR RESIDENCE PERMIT..

As from June 2019  The Turkish Telecommunications Authority announced that

1E….When registering a handset you can only insert a Turkish sim which is registered in the SAME NAME as the phone is registered.
The Turkish sim initially registered to an imported handset is the only Turkish sim that will work in that phone. So this will mean that it’s not possible to sell an imported [registered] phone on to another person for it to work with another Turkish sim.

1F….AS from April 2019 Turkcell are offering a full range of mobile phone contracts for foreigners with residence permits who sign up for a new number and a 12 month deal.
Previously yabancis have been restricted to pay as you go.
To sign up you need to provide your passport, ikamet and proof of address, either a printout from the nufus office or the e devlet site, or a utility bill.

2]….*NEW ….REGISTERING  A PHONE  OR TABLET  FOR USE WITH FOREIGN SIM CARDS IN TURKEY.

As from 19/7/2019  handsets using FOREIGN sim cards are now being blocked & users being sent a text. [Picture on the left below]

There is a need for the owner to pay 306tl tax [ as from Jan 2020] & then  register the phones IMEI number on the e-devlet website [just as you would when importing a  phone for use with a Turkish sim card].   [Picture on the right below].
Translated, it states..

  1. This service is provided within the scope of Temporary Article 6 of Electronic Communication Law No. 5809.
  2. In order to benefit from this service; from 19/07/2019, you must be a device user who does not comply with the regulations for international roaming services.
  3. By applying within 1 year from 19/07/2019, you can use your device by pairing with a line number of your choice by subscribing a registration fee of 306 TL [for 2020].
  4. You may also benefit from this service if you have more than one device that does not comply with the regulations for international roaming services. In this case, you must pay for each device pairing process separately.
  5. If your application process is positive, your transaction will be completed if you make your payment with your identification number and application number given by the system….

    Although not stated,it is to be assumed that this may not affect those on holiday in Turkey & only affect anyone here after 90 days and holding a residency Permit [although at the time of writing this,that cannot yet be confirmed]. Also the sim & phone should work normally when back in the home country.

It is necessary to enter the e-devlet site via this link ONLY ,log in,then it will take you to a screen where you insert your phones IMEI number.

PLEASE NOTE.. As at 7/6/.2020.
It is not at present possible to carry out the above registration.
The Tax offices & Governmental Banks state they have no way to accept the 306tl tax payment as they have not yet been given any official acceptance number to reference the payment against.
Also if attempting to pay via the e-devlet website from the link above,the system stalls during the registration process.
This registration is totally separate & not connected  in any way to registering an imported handset for use with a Turkish sim card.

**A workaround to the above registration problems appear to be to buy a new or 2nd hand Turkish phone & insert the foreign sim,this appears to eliminate the need for any registration.**

THE GENERAL INFORMATION BELOW RELATES TO IMPORTED MOBILE PHONES & TABLETS THAT USE A  SIM CARD.
..Before bringing a phone over, ensure it is not locked to a service network [o2, EE ,3, BT , Tesco, Talk Talk, Vodafone…etc..] in your home country. If it is, get it unlocked before bringing it to Turkey.

Everyone  has just 120 DAYS from their passport last entry stamp date into Turkey   in which to register their imported handset for use .
NOTE: . If not registered within 120 days , you cannot register the phone for use with a Turkish sim. The applicant will have to wait until they leave & re enter Turkey,therefore getting a new incoming stamp in their passport ,then pay the tax element , complete the registration process all within 90 days of entering.
BUT.. at some point within 120 days from when any unregistered handset is SWITCHED ON  with a Turkish sim installed ,[ therefore connecting to the Turkish Telecoms system ] the IMEI code for that handset will be blocked for use with a Turkish sim  & may not be able to be unblocked at a later date…This is relevant for evisa holders, Yabanci Ikamet ( RP ) holders & Turkish citizens alike.
It has been stated by some this year that their unregistered imported phones with a Turkish sim inserted were blocked at 30 days.  So it is advisable to register an imported phone within around 14 days of switching it on with a Turkish sim inserted.
If the phone should get blocked , it will still work  using WIFI.

 When registering a handset you can only insert a Turkish sim which is registered in the SAME NAME as the phone is registered.

* Anone  importing / registering a handset  on or after 30/05/2019  can only register another handset after THREE years from the previous registration.
Handsets registered before 30/5/2019 allows the owner to register another phone after TWO years.

HOW TO REGISTER AN IMPORTED PHONE FOR USE WITH A TURKISH SIM CARD..
3 ]…For E-VISA holders,you can pay the tax at your local Tax office showing your passport and phones IMEI number then go to a MAIN service provider [Turkcell,Vodafone or Avea] and purchase a Turkish PAYG sim . After paying the 1838tl Tax  [ from Jan.2020]  applicants need to wait 24 hours before continuing with the registration allowing  the payment to be recognised on the system.
Be aware that registering a handset using a visa will lock the phone to that one Turkish sim and NO other Turkish sim will work in it. It is still possible to remove the Turkish sim and insert a foreign sim in it & it will work.

UPDATE 15/4/2019
If not having a Yabanci Kimlik Number or  a Residence permit card & registering a new sim card using a passport & e-visa there is a possibility the sim card will only be live for 3 months then be disconnected.

3A ] ..REGISTERING AN IMPORTED HANDSET ONLINE USING THE E-DEVLET SITE..

RESIDENCE PERMIT NUMBER HOLDERS ONLY ..99******].
Registering a foreign phone using MUST be done via the e-devlet website  if an RP holder .

When registering a handset you can only insert a Turkish sim which is registered in the SAME NAME as the phone is registered.
As from June 2019  Turkcell announced that the Turkish sim initially registered to an imported handset is the only Turkish sim that will work in that phone. So this will mean that it’s not possible to sell an imported [registered] phone on to another person for it to work with another Turkish sim.

 Three ways to start the registration of your phone…
…After paying the Tax element 1838tl at your Tax office [ showing your passport/RP & IMEI code of the phone ] , go to your local PTT office with your RP & ask for an ‘e devlet sifre’  (password)  cost 2tl . The sifre supplied by the PTT is a single use password,so once logged into the e-devlet site [ https://www.turkiye.gov.tr/  The site is only in Turkish,so use Google Chrome browser for translation.] using the password supplied,you’ll then be directed to make up your own password  & solely use that from then on  .Once accepted the PTT password can be discarded.

OR..
3B…..SELF REGISTRATION ON THE ONLINE TAX OFFICE & E-DEVLET SITE.
If you are a Turkish Internet banking customer you may be able to log into the e-devlet site direct using you online banking details without the need to go to the PTT  for a sifre number & pay the tax element online within the e-devlet site.
Click on the 4th red button on the left of the screen that says ‘Harç ve Değerli Kağıt Bedeli Ödeme’ then on the next screen click ‘Cep Telefonu Harcı Ödeme’. Follow the instructions and  pay the tax using the options for foreign cards as well as Turkish cards.
After paying the Tax  applicants MUST wait 24 hours before continuing with the registration allowing  the payment to be recognised on the system.

NEXT…
Register / Log into the e-devlet site & on the homepage…..
 look in the top left corner & click on ‘ e-hizmet’ [meaning e-services], then scroll down the page to this heading ‘ Bilgi Teknolojileri ve İletişim Kurumu’ ,& under this heading scroll to & click on ‘ IMEI kaydet’ [save IMEI] once clicked you’ll start the phone registration process.
There are 4 screens you step through to complete this process to register the IMEI,your name, check last date of entry ,passport no. ,phone number…etc.., and the second screen will display a message at the top stating that your payment has been recognized.
After going through all the steps and entering your IMEI and Turkish mobile phone number, the final screen displays a message saying that the process was successful, and that if your phone had already been blocked, it will be unblocked in 12 hours.

3C….REGISTRATION VIA A PHONE SHOP..
First pay the required Tax [ as stated above] at either your local Tax office or most of the State owned Banks.  You’ll need your Passport ,RP & phones IMEI code. After paying the Tax  applicants need to wait 24 hours before continuing with the registration allowing  the payment to be recognised on the system.
Go to your local PTT office with your RP & ask for an e devlet sifre (password) [ cost 2tl ] .Then take the Tax receipt,sifre envelope ,your passport ,IMEI number & RP to a service providers shop [Turkcell,Vodafone,Avea..etc] & ask them if they will make the registration for you. You can also purchase a sim [if required] .Make sure you go to a franchised outlet NOT just any phone shop. There will be a charge from the service provider of between 70-120 tl…

5 ] ..UNDER 18’s [ A MINOR ] PHONE / SIM REGISTRATION…
It is possible for under 18’s to register a sim in their own name.
For children under 18 years of age, enrollment applications may be made by their parents, or their legal representatives, using their child’s identity information via their own e-government portal.

6 ]..REGISTERING A SECOND / CONSECUTIVE PHONE…
It is not possible to register another imported mobile phone for  3 YEARS from registration of the previous phone ,even if your existing one is lost,stolen or breaks.
How it works…
It’s not possible to register another imported phone in the same year,or the following year from last registration,but one can be registered from Jan.1st in 3 years time..

8 ]…TURKISH SIM CARD CANCELLATION.
From the last time the sim was topped up ,at 180 days the sim is deactivated from making outgoing calls & will only receive incoming calls.
At 270 days the sim card is cut off permanently & the phone number attached to that sim is lost.

9 ]… LOST OR STOLEN MOBILE PHONE IN TURKEY.

After registering your phone, make a note of the 15-digit number that is the phone’s IMEI (International Mobile Equipment Identity) number. To find this switch on your phone and press these keys: * # 0 6 # for the IMEI number .

If/when your phone is lost or stolen, immediately get to a phone and call your Turkish mobile phone company, give them the phone’s IMEI, and tell them that your phone has been lost or stolen.

They will put a block on the number, which means it cannot be used—even with a new SIM card—until you authorise the block to be removed.
