1]…NEW……TURKISH SIM CARD REGISTRATIONS AND VALIDITY RESTRICTIONS ..
As of April 2019 changes were announced for Turkish sim card validity..This will apply to tourist visa applicants…..
1A….If you enter the country on a tourist e-visa & register a Turkish sim card solely with your visa & passport, your sim card will only be active for 3 months [you can buy one new sim every 3 months = 4 sims per person per year.]
1B….If you register a Turkish sim card with a Residence Permit card or Turkish ID card your sim will remain active for ever as long as you top up and use the sim at least once every 6 months.
1C….For YKN /residency holders you can only have 3 Turkish SIMS in your name for any Turkish phone/VINN regardless of when you bought them.
1D…FROM JUNE 2019 A NEW SIM CARD WILL ONLY BE AVAILABLE TO BE PURCHASED WITHIN 90 DAYS OF LAST PASSPORT ENTRY STAMP INTO TURKEY [PREVIOUSLY 120 DAYS] . REGARDLESS IF PURCHASING WITH E VISA OR RESIDENCE PERMIT..
As from June 2019 The Turkish Telecommunications Authority announced that
1E….When registering a handset you can only insert a Turkish sim which is registered in the SAME NAME as the phone is registered.
The Turkish sim initially registered to an imported handset is the only Turkish sim that will work in that phone. So this will mean that it’s not possible to sell an imported [registered] phone on to another person for it to work with another Turkish sim.
1F….AS from April 2019 some Turkcell shops are offering a full range of mobile phone contracts for foreigners with residence permits who sign up for a new number and a 12 month deal.
Previously yabancis have been restricted to pay as you go.
To sign up you need to provide your passport, ikamet and proof of address, either a printout from the nufus office or the e devlet site, or a utility bill.
2]….*NEW ….REGISTERING A PHONE OR TABLET FOR USE WITH FOREIGN SIM CARDS IN TURKEY.
As from 19/7/2019 handsets using FOREIGN sim cards are now being blocked & users being sent a text. [Picture on the left below]
Translated, it states..
- This service is provided within the scope of Temporary Article 6 of Electronic Communication Law No. 5809.
- In order to benefit from this service; from 19/07/2019, you must be a device user who does not comply with the regulations for international roaming services.
- By applying within 1 year from 19/07/2019, you can use your device by pairing with a line number of your choice by subscribing a registration fee of 306 TL [for 2020].
- You may also benefit from this service if you have more than one device that does not comply with the regulations for international roaming services. In this case, you must pay for each device pairing process separately.
- If your application process is positive, your transaction will be completed if you make your payment with your identification number and application number given by the system….
Although not stated,it is to be assumed that this may not affect those on holiday in Turkey & only affect anyone here after 90 days and holding a residency Permit [although at the time of writing this,that cannot yet be confirmed]. Also the sim & phone should work normally when back in the home country.
It is necessary to enter the e-devlet site via this link ONLY ,log in,then it will take you to a screen where you insert your phones IMEI number.
PLEASE NOTE.. As at 7/6/.2020.
It is not at present possible to carry out the above registration.
The Tax offices & Governmental Banks state they have no way to accept the 306tl tax payment as they have not yet been given any official acceptance number to reference the payment against.
Also if attempting to pay via the e-devlet website from the link above,the system stalls during the registration process.
This registration is totally separate & not connected in any way to registering an imported handset for use with a Turkish sim card.
**A workaround to the above registration problems appear to be to buy a new or 2nd hand Turkish phone & insert the foreign sim,this eliminates the need for any registration & fees/tax.**
It has been stated by some this year that their unregistered imported phones with a Turkish sim inserted were blocked at 30 days. So it is advisable to register an imported phone within around 14 days of switching it on with a Turkish sim inserted.
* Anone importing / registering a handset on or after 30/05/2019 can only register another handset after THREE years from the previous registration.
Handsets registered before 30/5/2019 allows the owner to register another phone after TWO years.
If not having a Yabanci Kimlik Number or a Residence permit card & registering a new sim card using a passport & e-visa there is a possibility the sim card will only be live for 3 months then be disconnected.

Registering a foreign phone using MUST be done via the e-devlet website if an RP holder .

There are 4 screens you step through to complete this process to register the IMEI,your name, check last date of entry ,passport no. ,phone number…etc.., and the second screen will display a message at the top stating that your payment has been recognized.
After going through all the steps and entering your IMEI and Turkish mobile phone number, the final screen displays a message saying that the process was successful, and that if your phone had already been blocked, it will be unblocked in 12 hours.
Go to your local PTT office with your RP & ask for an e devlet sifre (password) [ cost 2tl ] .Then take the Tax receipt,sifre envelope ,your passport ,IMEI number & RP to a service providers shop [Turkcell,Vodafone,Avea..etc] & ask them if they will make the registration for you. You can also purchase a sim [if required] .Make sure you go to a franchised outlet NOT just any phone shop. There will be a charge from the service provider of between 70-120 tl…
